How to download bl2 character on pc from console

The console and PC have different save file formats. I have never tried this but I think the gibbed save editor can convert between the different formats. There are tutorials on copying the saves to get them on the PC from PS3. No PS3, then I have no idea as I don't know that they have an app to convert them.
